Dates are not opening in Mumbai Consulate

Hi,

I'm on H1 and looking to get an appointment for my wife's H4 visa in Mumbai consulate. I'm searching for the date since couple of months but no luck. By the way my wife has three rejections on F2, among them two within last 12 months. My language preference is Gujarati/Hindi. Does any one knows why I'm not able to get the dates. Is any one in the same boat with me.
