DS160 traffic ticket

I'm stuck at question :-
Have you ever been arrested or convicted for any offense or crime, even though subject of a pardon, amnesty, or other similar action?

This is since I got traffic ticket as I did not stop at STOP sign. I paid around $100 but is it treated as conviction? technically speaking it looks like conviction as they say ANY OFFENCE.

Wanted to know if I should answer Yes or NO to this question. Any feedback from people who got such ticket and did re-stamping will be really helpful.

Its called Citation. I dont think its Conviction. You should say no. But wait for the experts to answer.
