H4 stamping in Canada after 221g on H1B

Has anyone gone for H4 stamping in canada without the primary H1B holder attending the visa interview?

I travelled from US to canada for H1B stamping and then I got a 221g for further revview. After a few days, the consulate folks gave another 221g - notice of revocation saying that my petition has been sent to uscis. I tried calling the ottawa consulate to schedule H4 appointment. They said that I cannot schedule appointment until my 221G on H1B is resolved. Now should I travel back to india and schedule my H4 appointment there. Does anyone have similar situation. Please advise.

How long did it take for you to get 221G cleared from Ottawa?
I have been given 221G blue sheet and waiting for last one month.
