PERM Transfer

My wife has been sponsored by company A who has filed her PERM and I-140 too. Now she is getting a new job offer from company B who is ready to do her H1 , PERM and I-140 too. can somebody please advise what is the procedure to transfer PERM , or she has to do everything from scratch

She has to start everything again with the new employer starting with PERM. However, the priority date can be recaptured provided she has a copy of I-140.
