221 g refusal

I am murali.My cousin gone for stamping in chennai consulate for h1b category on Feb 11 th 2005.They asked to bring some additional documents about the US Employer
which she got everything and went for consulate on Feb 24th 2005.
Her visa was refused under section 221g on grounds of
nonsatisfactory local experience.They took all the documents from the US Employer and in her passport they put as petition returned.
Also in her letter they mentioned that she appears not qualified for this visa and aslo stated that her petition was returned to washington
to USCIS and stated that the consulate in chennai cannot provide any information on
her status of the case.my question is does she can reapply with the same petition or her case is a permanentantly rejected

There is no permanent rejection as far as I know. You can apply for a visa as many times as you want. Thats how they make money

Is there any way she can reapply in this case.Since they stated that the petition is returned to the USCIC.
