EB2 / EB3 Question

I need to know what is EB2 and EB3. My friend's company is willing to sponser his GC. He has B.SC in chemistry with Post Graduate Diploma in Computer applications , He got equivalency certificate and he got H1-B and continuing with the current employer. Now , the question from his attorney is, whether to start the GC process with EB2 or EB3 category. As of now, he has 5 yrs (foreign work experience and 5 yrs US experience). If he has to get equivalency certificate, what is your suggestion i.e either to combine B.Sc Degree (Chemistry degree) with Post graduate degree or Chemistry with work experience.... If he gets equivalency for his B.Sc and work experience , which category (EB2 or EB3) to be used to start GC.
