Can L1 and H1 visa holder take money

Hi ,
One of my friend got some part time offer for building one website . he did it .
Now the client is willing to pay him 300 $ . But can he accpet it through Pay pal or some other sources ?

When you are in H1B or L1 status, it is illegal to earn money through any other source than through the employer.
