Transfer from L1 before Oct

My wife works for Company A on L-1 Visa.
She wants to join Company B for a project starting May 2012.

If Company B sponsors her H-1B, then she can start work from Oct 2012. Is that correct?
What other options are available?

Does she has a previous H1B petition in which she hasn't used all 6 years (H1B + L1 comnbined)? If the answer is no, then there is no other option other than to file the H1B under and new CAP with the H1B start date as of Oct 1st 2012.
