    Hi

    My H1B petiton is filed in October in California Service Center(CSC) through regular processing and I got an RFE on 16th feb. My lawyer told she has sent the documents last week.
    1) But I am still seeing the status to be RFE and not RFEresponsereview. How much time does USCIS take to update the status?
    2) What is the average time CSC takes to process the RFE?
    3) Can I update my case to premium now?

    Please advice. Thanks in advance

    You can update your case to premium even now. It should take max 7-15 business days now to process it.

      If I change my process to premium now, would it start off completely as a new petition or would it be taken forward from the RFE phase?

        You can upgrade your existing pending case to premium and get the result within 15 days (assuming there is no more RFE). You need not send a new petition just to make the case premium.
