H1B Employer change in india

Hi - Please guide me on the below request.

I'm in Chennai, India now. I'm working for company A in chennai. I have Stamped H1B Visa for Company A and never visited to USA.

Now i have an offer for Company B which i located i Bangalore, India. They are going to file H1B transfer.

I would like to get a response for the below questions.

1) Is it legal to transfer visa to company B, since i never visited to USA before ?
2) how long will it take to get the Visa transfer done?
3)Will i be able to travel immediately once i the visa transfer application is filed with USCIS ? I'm interested to travel ASAP.
4) when will i able to travel to USA ?

>>> There is no such thing as visa transfer. The petition can be transferred and yes, it is legal.
