Visa Transfer from L1b to H1b

Now I am on L1b visa till Apr 2013. If I have client letter,
My questions are

1.Can I apply for H1b without resigning my current job on L1b?
2. Can I work on L1b visa after H1b approval before Oct 2012?

2. You must work for L1B employer before Oct 1, and you must work for H1B employer after Oct 1.
