Returning in L2 visa, if H1B not stamped

My wife came into US in L2 visa. she applied for H1B and currently she is working in H1B for past 17 months. Due to an emergency, she is travelling to india. she needs to get H1B visa stamped while returning USA. My questions below:

1) If 221g form is issued, Submitting all the necessary docs to consulate , can she travel in L2 visa, which is valid for another year.
2) Any idea, if 221g issued, will they cancel the existing L2 visa?

When she applies for H1B visa, her L2 will most likely get cancelled. If the L2 is not cancelled, then she can travel in L2.
