Diff between H1B Cap and Non-cap

Can anyone explain the difference between H1B cap and H1B non-cap?

Cap means the petition will count towards the 65000 annual cap.
Non-cap means it will not count. This happens if the employer is a non-profit educational institution or if the employee has been counted under the cap before and has not completed 6 years.
