Maximum Time taken for H1b Visa issuance after submission of doc/passport etc,

Can anyone guide me what is the maximum time taken for either H1B issuance or returning back the passport. My case is that I have interviewed at New Delhi Consulate in second wek of December 2011 till date there is no message or status of my case.Note I was issued 221(g) and the case has gone under admin processing. No one can predict the timeline as they are case by case basis. There are cases where it took more than a year.
