Spouse of an H1 can work??

I would like to know the current rules for spouse of an H1 visa holder..

can she work or she has to be fully dependent on him?

If spouse has own H1 and L1 he/she can work. If spouse enters US on H4 he/she cannot work. This is my opinion, not legal advice.
