H4 to L1 Conversion

Hi,

My wife used to work for a MNC in India from 2 yrs and 6 mnths, she came to USA week back on H4. now their organisation ( .. US Org, though she resigned Indian Org) interested to take her into work. just checking for possible oppourtunities, please suggest.

1. H1 is already rolled out and 2013 quota is already filled out, is there anything H1 blanket quota?
2. Can her organisation file L1 though she resigned, she served the organisation for 2.5 yrs among last 3 years.., please advice.
