H4 Visa for my wife in pending yellow 221g

I got my H1B visa stamped on 21st My Wife and Daughter appeared for the interview on 10th may , they were issues 221 g Yellow slip with the remark "wait for consulate to come back to you "
What are the chances that their visas will get stamped , Its been already 2 months
any guesses

It was Mumbai Consulate ,
Its 4 months now does it mean that i should loose hope and reapply .
