Can i enter the country on my previous expired H1B

I was in US on h1b visa from 2006 to 2009. My h1b expired in 2011. But i went back to India in 2009. Currently, i am in India but my husband is in US in H1b visa.
Can i enter the country on H4 visa as a dependent and then transfer to H1B and utilize the remaining 3 years of my H1B visa?
Also, if it is possible, is it an H1 transfer or a new H1b??
