Telemedicine Work in USA

One of my friend who completed his fellowship in the US and is now living overseas due to his parents. He has an active medical license but does not have
a green card yet. From an immigration/visa perspective, can he practice telemedicine in US while living overseas without requiring any visa or green card ?
