What is the present status of US visa for nurses?

I heard rumor about retrogression of nurses, how true is it? When will be the visa available again? By the way, I'm a nurse here in the Philippines, and i'm planning to take an NCLEX, CGFNS, IELTS exam this year, and hopefully after that I will apply for a nurse working visa. What would be my assurance in getting a visa? Can you please help me find a website so that I can look informations about the status of the nurse working visa and its other realated topics.
