Non Availability Birth Certificate Conundrum

I have to provide non availability birth certificate as I do not have my birth record for my EAD. The problem is local municipal corporation in the village I was born does not have English version of Form# 10. What are my options?

Can I get the form in regional language and get it translated officially?

PLEASE HELP!!!!
