Yes, cats can go. It's actually pretty easy to get cats in. Getting them out of whatever country you are in might be really difficult.
The best bet is to use a pet relocation company. Your vet might be able to direct you to one.
Usually, to get into the US you only need to have a health certificate from a vet. Airlines often require a rabies vaccination. Also, you need to check with the airline to make sure they have room.
We brought our cats into the US from China and then again from the UAE. Both times in the US, it was very easy. Customs never looked at them. In Detroit, the airline just set the cages on the floor in baggage claim and they were sitting there alone when we arrived. In the UAE, we brought our cats to the vet and they did all the paper work. Easy. In China, it was a nightmare because we had to go to multiple government agencies to get all the paper work. But that was to get the cats out.
