taxes identification number

I need to apply for a taxes identification number as I want to pay my taxes problem is they rejected my first application because I didn't attach a taxes return 2013 can I still apply
for it as a non citizen alien knowing that I haven't done my taxes return from last year as I didn't earn any money despite some babysitting and help here and there . How can I do? Thank you
