SSN is pending due to "COA discrepancy within DHS systems"- What it means?

Hi,
I applied for SSN on Jan 31,2008 and resubmitted the request again on May 7th,( 1st request not proecssed) received above info when i went to SSN office for status.
SSN officials were not much helpful to know what it means.
What should be my future course of action ?
I have to leave US in next month.
Will there be any problem to my re-entry to US withOut SSN ?
