    My mom is on GC and she receives less than $4k/year pension in India. She got state medical insurance here in USA. Does she require to file taxes?

    Below a certain amount of income (something around $12k for single or $25k for married filing jointly), one does not need to file tax because one won't have any tax. Look in the relevant year's form 1040 instructions section "Do You Have To File?". However, it might still be beneficial to file a tax return if she can get some money back -- for example, if she has any tax withheld that can be refunded, or if she is eligible for a stimulus payment that she did not get.
