How to work as Nurse with L2 visa?

Hi,

I am on L1 visa and my wife is on L2.
She is a B.Sc nurse having 2 years of experience in India. What is the procedure for her to work as nurse in Nebraska, USA? Does she have to complete IELTS?

Can any one please advice us?
