On a UK Work Permit- Can I apply for US L1 B visa from here and when

I recently came to UK on a work permit and wanted to know can I apply for US L1B visa from UK itself or is it mandatory for me to go back to India and apply & give interview there? In 2012 my Blanket Petition L1 got refused, how does it impact on my future to get the L1 B visa?

Do I have to spend some time in UK for me to apply for an L1 from UK itself?

In my opinion as long as you have spent 1 Year or more working for a branch/subsidiary, outside US, of the US entity you should be good to apply for L1B from the current work location.
