Edibility for new visa

Hi,

Currently I'm on L1B and fearing the recent high rate rejections on extensions, just wanted to know if I would be eligible for a new visa? If so, what type of it and when it can be initiated?

L1B - from Oct 2011 till Dec 2013

My prior stay in US - Jan 2005 till Apr 2007 and later H1 was let expired due to loss of opportunity.

Any inputs with this regard would be appreciated.
