My L1B is expiring in Nov20th 2013, but I have a I94 date of Feb2016. Can I still counted as a valid worker after my visa expired? Or I have to apply for an extension before that?

You can stay and work till Feb 2016 OR 5 Years completion on L1B whichever is earlier.

But After Nov 20th 2013, if at all you leave US, you would need new Visa stamping to re enter US.
