    L1A is for managerial/executive positions. L1B is for specialized skill sets unique to the organizations/clients. Both L1A and L1B can be Blanket or Individual. That is, depending upon the requirement and candidate L1A Blanket, L1A Individual, L1B Blanket or L1B Individual can be filed.

    Blanket petitions are pre approved petitions wherein the organization has a a blanket approval to send candidates they deem fit for L1 Visas interviews.

    For individual petition, each candidates profile, job requirement, skill sets etc are prepared and USCIS is petitioned for approval for them to work in US.

    So for individual petitions (both L1A and L1B type) an extra step of petition approval by USCIS is required hence takes more time. Whereas for blanket petitions the candidate can directly be scheduled for interview and carry the blanket petition during stamping interview.

    At the same time, the reason why there is more scrutiny for L1A/L1B Blanket petitions , again, this is only my personal view, is that, earlier lot of companies misused their blanket petitions and sent less qualified candidates for visa who seemingly didnt have any specialized skill set and this was done to circumvent processing the H1 visa for them. Because of less scrutiny on L1's., no minimum salary requirements for L1s, no LCA filings, and very less attorney involvement, etc.... generally which are attributed to H1s. Eventually USCIS started cracking down and scrutinized L1s especially blanket ones rigorously at the consulates because of the inherent nature of L1 Blankets, they are reviewed only at the consulates.

    In contrast, L1A/L1B individual visa aspirants dont face as much scrutiny at the consulates because their petitions were reviewed individually by USCIS and petition approvals granted. As a result its a general perception that L1 individuals will be grilled less and have higher chances of approval as compared to L1 Blankets.

      Even i am looking for the same answer.I am now applying on L1B-Individual and bit tensed as my L1B-Blanket got rejected last Month.As i have seen in this Forum i didnt even find any case of rejection on L1-Individual.
