L1 to H1 change - Employer says not possible

Hi, I have a valid L1 (exp in 04/2015); I requested for H1; Employer says that I need to travel back to home country and wait for 6 months in order to apply for H1 due to change in rules; is this correct?

No such rule. Your employer may be saying that to prevent you from shifting job. On L1 you have to work with the current employer and cant transfer it to another, if you have H1 you can potentially transfer to another employer.
