L1B (Blanket) rejected twice

Hi,

I had been to Chennai consulate during first week of September and my L1B-Blanket was rejected - the VO did not ask me any questions - he just asked me duration of stay and name of my parent company and went on to say that the information provided on I129S is not sufficient and you will have to re-apply with proper information.

I went to the consulate again with new I129S on 10th October and this time around the VO turned down the application saying I cannot reapply with same petition number - I told him it is blanket petition - to which he said that as per law same petition number cannot be reused once rejected. Is this a valid reason? If no, what can I do about it?

What did your company say on this? they must have filed several petitions like yours in the past using same blanket petition after first rejection for same visa category.
