L1 B Reapplication

I was in the US for 3 years in L1B and came out of US on 18 Feb 2014. When can I reapply for L1 to get fresh 5 years? Does the filing date matter or the travel back date matter for L1B?

You should apply after 365 Days. That is after 18 Feb 2015, on a new L1 petition.
