Should L1 be employed in US while we file for L2 EAD?

1) Should L1 be employed in US for L2 EAD to be filed?
2) Approximately how many days should L2 be physically present in US through the EAD approval process?

1. Its one thing related to another. If L1 is not employed in US then he/she does not have a L1 status, if he/she does not have L1 status, the dependent L2 does not have L2 status, if dependent does not have L2 status, they cannot file/remain on EAD.
2. It depends if there are biometrics required, some do some do not. Recommended to stay in US till biometrics completed.
