L1B Blanket rejected Now shal i try for L1b Blanket or L1 B Individual

My L1B Blanet was rejected last year december.Then we tried for h1 however it did not worked out in Lottery. Now my Company is Filling my L1B again in Premium.
Please suggest fr which category shal i go
1) L1B Blanket
2) L1B Individual.

Since we have a urgent requirement higher management is suggesting for L1B Blanket.

URGENT help required

VO stamped Not Clearly Approval.
He didn't even go through the Cover Letter
