L1B max out and Approved i140

I am aware that I won't be getting the L1 extensions on the approved i140. Since I am Indian citizen and maxing out my L1B this August. Wondering when EAD (work permit) to all approved i140 folks rule comes in post fall this year, how would I apply for EAD from India if I don't have a visa to enter US that time?

*My GC processing is in EB3 category, I am IT professional.
