L-1B Visa Procedure and else

It's been two month since I resigned a job in a company where I worked for almost 4 years (continuously).
Recently they offer me a job in their US subsidiary.
Regarding this; should they hire me again here (in Argentina) before asking for a L-1B visa?
The other question is relate to the procedure.
Should I wait to have the I-129 approval before I apply for the L-1B filing the DS-160?
Which is the exact order of actions to follow in filing I-129 and DS-160?
