New L1B Blanket instead of extension

Hi,

My L1B visa is expiring on March 24th 2016. I came to know that L-1 extensions have been under greater scrutiny and there is risk of denial. Therefore my company attorney advised me to obtain an extension of L-1 status by applying for the Blanket at the US consulate.

I currently have travel plans to India in Aug/Sep this year. I just wanted to know how far in advance can I apply for the new visa.
