Can I Apply L1-B Blanket After Got Rejection L1-B blanket and L1-B Individual?

Hi,

I have got L1-B (Blanket) rejection in the year of 2010.
Later, I have got L1-B (Individual) rejection in the year of 2014-August.

Now, I want to apply L1-B (Blanket). Can i apply for L1-B (Blanket) is there any restriction from USCIS?
