L1B to H1 conversion with conuselor processing

Hi,

could you please answer below questions.

i) Candidate having valid L1 visa until 2018 with company A
ii) IF Company B applied H1 visa with counselor processing without I94 extension for the candidate and visa got selected in lottery in 2017 .

Q1. is it mandatory to go for H1 stamping if candidate travelling to his home country before or after October ?

Q2. Candidate didn't travel to home country until october. and he got the project with Company B.
what are options to transfer his visa to H1 and work with company B.
