Open business in the US

Hi guys,

My friend wants to transfer his manufacturing business from Mexico to the US. What visa should he apply for and what paperwork does he need for that?
Also after establishing a company and obtaining a status, he wants to bring his own employees to work for him because they are knowledgeable about the concept. What visas would he apply them for and what paperwork would be needed for them. Also, how soon do you this he can bring them here legally?

Depending on the amount of capital involved, his role in managing the enterprise, and skill level of his employees and himself, he would consider E-2 to start with while waiting for EB-5 for himself, and E-2 and TN visas for his employees while they await EB-3
