Query on L2 Visa - Case when L1 is not there in US.

Hi, I am currently in India working with company A and I am holding a L1 visa tied to my company. My spouse has an opportunity to work in US for Company B. Can she apply for an L2 (with work permit) and work in US considering the fact that I am currently in India and will continue to be here in India. (Or in other words, is it mandatory that the L1 holder has to be there in US for the L2 holder to travel to US and work there?).
