1 COS is in RFE and other is approved

Hello, I'm employed by company A and I'm in the United States on a L1 visa. 2 companies - B and C applied for H1B (Cap) for me for FY2009 as COS. Last week, I got a email notificiation from USCIS that company B's application is in RFE status (I still don't know the reason for RFE). Today, I got an email from USCIS that Company C's H1B application has been approved. I have decided to go with company C. Now, can I choose not to respond to the RFE on H1B application of company B? Would it affect any of my future prospects in this country? Also, company B had me pay for the COS processing. If I do not respond to RFE, will USCIS refund the money?

If you decide to not respond to RFE, why should USCIS refund you the fee? Did they ask you to pay it in the first place? It is illegal to pay for H1b.
