H4 to L1 - Change of Status

My wife is currently in US on H4 visa. Her previous company in India is now willing to sponsor L1 visa for her. She is on a long leave and still on the company's payroll.

Can she apply for a change of Status from H4 to L1 being in USA or does she have to travel outside US to get the L1?

well i have been in the Same situation, the catch is if she was on h4; her I94 would indicate her period of stay and in the L1b application the company would have to disclose about her Stay in the US, it woudl be attracting an RFE since continuity of employement would not be reflected; secondly paystubs too while she goes for stamping woudl be an issue in India, also period of employement has to be mentioned in teh petiion.
