Premium Processing for RFE responses only

I got an RFE on extension of I94 L1A(Blanket).

1. How much time it normally takes for RFE details to reach petitioner after USCIS website displays RFE ?

2. Before i respond to RFE i am looking for confirmation that RFE alone can be responded under Premium Processing as my original Extension request was not filed under Premium processing ?

3. If yes, how much time would it take to get results on RFE responses ?

>>> You can upgrade the process to premium anytime.

>>> Premium takes 15 days.
