L2 EAD Application during extension period

I am on L1A VISA extension (with valid petition until april 2020), would like to apply L2 EAD for my wife . will there be a problem as there is no valid visa stamped within the passport? Please note we are going to india for visa stamping in July 2019, can we apply L2 EAD with her valid L2 peition ?

Yes, you just need to prove that you are in USA legally (I94). You don't need a valid visa to apply for EAD.
