Refilling L1A blanket at home country after denial of individual in US

My L1A individual extension has been denied in US. May I fill blanket L1A from India immediately. What are the chances of acceptance of application and approval?

If you qualify that you've spent 1 years in last 3 years outside USA for the same organization, then you can apply immediately.
