Can L1B visa appointment be taken in any other consulate other than Chennai ??

I need to have L1B visa appointment done as soon as possible - but the nearest available date in the webpage is in Feb 2021

1. Can I book at other locations ? (In the past, I have heard that L1B petitions are allowed only in Chennai)
2. If I need to, can I reschedule the appointments free of cost & without any new paperwork ?
3. Should I wait to see if slots open up OR should I go ahead and book for a nearest date in Chennai ? (which is, Feb 2021!)

For blanket petition, its Chennai only. For individual you can book other location (still the one near to your residence is what is suggested).

Certainly, you can reschedule it upto 3 times without any cost.

I don't think consulates are open yet & neither they are not issuing new L1 visas (as per recent proclamation) right now.
