I will be resigning my employer this month and flying out of US, will i be able to travel to US in December with the current L1B visa?

Ofcourse No.

You can only use the L-1B visa to travel if you are coming to work for the US company pursuant to the terms of your L-1B visa. If you travel to the US using your L-1B but CBP finds out/realizes you already resigned and no longer work for your employer, they can charge you with fraud and misrepresentation and that could lead to a bar from returning to the US.
