L1A Rejected - Which visa should i apply for?

My L1A Blanket visa got rejected on Aug-10-2010 under 221(g). Visa officer told me that L1A is for senior managers and executives. You ask your employer to apply for right visa. Which visa can i go for now? My company might not be ready for H1B. So, should i go for L1A Individual, L1B Individual or L1B Blanket? I have 7.6 years of experience and i am a technical manager. I have already stayed in US for 4 years and 3 months. I came back to India in 2009-Jun. My role involves both technical and managerial activities. Also, heard that Once a blanket visa gets rejected, i cannot go for another blanket. Is that true? Also i heard documentation will be too much and petition approval is very tough for individual petitions it seems. Is this true?
